고 싶다
Used to express a hope or wish.
Declarative sentences are typically in the first person and interrogatives are in second person.
To talk about what someone else wants to do you need to use 고 싶어 하다
It is not supposed to be used with descriptive verbs, but I have seen it used enough times to mention that it does happen.
